Where the land came from
This page tells you how the development company came to hold the land it now allots to businesses in Dholera. It matters because the largest land movement in the whole region was not a sale to anybody, it was a payment for shares.

It was paid in as share capital. The regional development authority, DSIRDA, contributed 4,830.83 hectares of land to DICDL as its contribution to equity share capital. That is by far the largest single land movement on this register. Inside the priority zone, a further 1,167.87 hectares is owned by DICDL and stated as land that would be transferred on a leasehold basis, and that is the pool the company allotments are drawn from.

The two units problem, left unreconciled on purpose
The same annual report describes this transfer twice and does not use the same units. The audited note on PDF page 71 says 4,830.83 hectares. The Board's Report on printed page 9 says 48.31 square kilometres, valued at Rs 2,898.50 crore, transferred as matching equity.
Those two are close but they are not the same statement, and this register performs no conversion between them. Both are recorded exactly as printed, which is the rule this dataset works under. If a conversion were done here, a reader would have no way of knowing which figure the document actually contained.
Why the road land is leased back for one rupee
A government resolution dated 3 November 2018 provides that fifteen per cent of land appropriated for roads is transferred back to DSIRDA and then leased to DICDL on a ninety nine year lease for a consideration of Rs 1, for the development of road infrastructure.
The register records no area for this, because the report states only a percentage. There is no hectare or acre figure anywhere for the road land, so the area column reads UNKNOWN and stays that way.
What this means for a buyer
It explains the shape of the market. DICDL did not buy its inventory on the open market, it received it as equity, which is why the authority is able to publish a fixed rate card at all rather than negotiating each plot.
It also explains why the largest entry on the largest parcels list is not a company. Two of the three biggest holdings on this register are the development company itself, holding land nobody could buy.
The audited note, word for word
DSIRDA has brought in its contribution in equity share capital by the way of allotment of 4830.83 hectare of Land (Previous Year: 4830.83 hectare) in Dholera Special Investment Region.
In DSIR an activation area (priority zone) has been identified which would be initially developed, out of total activation area, 1167.87 hectare is falling under the ownership of the Company and would be transferred on lease hold basis.
