The answer, first
The biggest land allottee on record in Dholera Special Investment Region is Dholera Industrial City Development Limited, which holds three records including the 4,830.83 hectare DSIRDA equity transfer stated in the audited accounts to 31 March 2025. Eight allottees are named across the register, two carry a stated area, and this list was last verified on 4 August 2026.

How this list is ordered, and what would move a rank
The rule. One row per holder, not per record. Allottees are ordered by the largest single area any one document states for them, largest first, and a holder with no stated area anywhere cannot rank. The number of records each holder has on the register is shown, because a holder can appear more than once in the sources without any of those appearances carrying a figure.
Why nothing is added up. DICDL has three records here and two of them carry areas, 4,830.83 hectare of DSIRDA equity land and 1,167.87 hectare inside the Activation Area. Those two describe overlapping land in the same annual report, so adding them would produce a number no document states. Tata Semiconductor has two records and only one carries an area, and no document says the two describe the same land. On this site a total is only printed when a source prints it.
What would move a rank. A per company area for any of the four industrial allottees named in the Board’s Report, which would put them into the ranked block immediately. A registered deed for either e-auction winner. Or the next annual report naming the holders the current one calls other prominent industrial proponents, which would split that single placeholder row into as many rows as there are names.
Who is not on this list, and on which criterion
One record on the register has no holder row here at all: the common cleanroom facility site. It fails a single criterion, that no allottee is named for it, because as at November 2025 the concession partner had not been selected and the document was a request for qualification cum request for proposal. Six of the eight holders that are listed cannot rank, again on one criterion only: no document in this source set states an area for them.
Nothing on this page describes any holder in any way other than the legal form printed in its own name. The not-listed page carries every exclusion on this site with its criterion.
Government and private holders, counted
The split is worth stating because it is the shape of the whole register. 1 of the 8 named holders is a government body, the state development company DICDL, and it holds both of the only two parcels above one hundred hectares that anyone has published a figure for. 6 are private companies, firms or LLPs, and between them they carry a stated area on exactly one record, the gazette notified Tata Semiconductor footprint. One row is a placeholder for holders the source declines to name.
Holder class is read off the legal suffix in the name the source itself prints, and off nothing else. It is a classification, not an assessment, and no holder is characterised in any other way anywhere on this site.

The four industrial anchors, and what is actually published about them
Tata Semiconductor, Renew Photovoltaics, Polycab India and Inox Air Products are the four companies the DICDL Board’s Report names as allottees, in that order, before it stops naming and writes only other prominent industrial proponents. For all four together the report prints one number, 530 acres, and it attaches that number to the group rather than to any company. Dividing it by four would be arithmetic performed on a guess, so this site does not do it, and that is the entire reason those four rows show UNKNOWN in the area column while still appearing on every list they belong to.
