What it costs to sell
This page tells you the charge DICDL takes when an allotted plot in Dholera changes hands, and how sharply that charge falls the longer you have held the land. It matters because at the top of the scale it is forty per cent of market value.

In plain words
The charge depends entirely on how long you have held the plot. Under five years it is 40 per cent of the market value. Between five and fifteen years it is 20 per cent. After fifteen years it is 10 per cent. Market value here means the value at the time of transfer, not what you originally paid. There is one carve out: no transfer charge applies when somebody acquires 100 per cent of an existing company or firm that holds land in the region.

Forty per cent is the number to sit with
A charge of forty per cent of market value on a sale inside five years is not a fee, it is a policy position. It is telling short term holders that the exit will take most of any gain, and it is doing that on purpose, because the land was allotted to be built on rather than traded.
The scale then rewards patience in two steps. Halved after five years, halved again after fifteen. Anyone modelling a resale in Dholera on this land has to model the charge, because it is larger than most of the other costs on this site combined.
The company acquisition carve out
The policy says no transfer charge applies on a hundred per cent acquisition of a company or firm that already holds land here. The land does not move in that case, the ownership of the holder does. Whether that route is available to a given buyer is a question for their own advisers, and this register makes no suggestion about using it. It records the clause because the clause exists.
Passing on part of a plot is charged differently
Transferring the whole plot and passing on a part of it are separate clauses with separate tables. The part transfer rates are half of these, and they carry their own conditions, on the sub transfer page.
Neither of these charges applies to a surrender, where the land goes back to DICDL and the money paid is forfeited instead. That is on the surrender page.
