Who pays half
This page tells you which kinds of buyer the Dholera allotment policy charges half price, and for which kinds of building. It matters because the discount is written for institutions rather than for companies, and a private operator does not get it by building a school.

A 50 per cent discount on the reserve price applies to Category A applicants, and it appears three separate times in the policy: once for education, once for health, and once for community facilities. Category A means government and semi-government entities, and public charitable or religious trusts. The discount is written against the reserve price, which is the floor price for the plot rather than the winning bid.

The discount follows the applicant, not the building
This is the part that gets misread. The policy does not say that land for a school is half price. It says that the education facilities listed in Category A get half price, and Category A is a list of who you are, not of what you build.
So a public charitable trust building a school is inside the clause. A private company building the same school is not, unless it appears in a category that carries the same discount, and the clauses recorded here do not put it there.
Three clauses rather than one
The policy could have written one discount and applied it to three sectors. Instead it wrote the sentence three times, in three sections, on two pages. This register keeps all three as separate records because they are separate clauses, and because a later amendment could change one without touching the other two.
Half of what, exactly
Half of the reserve price. Not half of the published rate card, and not half of a price you agreed with anyone. The reserve price is fixed by the Land Management Committee for each plot and is not published in the policy at all, which is the subject of a separate page here. Until that number exists for a specific plot, the discount cannot be turned into an amount.
The three clauses, word for word
The 50% discount on reserve price will be provided to the educational facilities mentioned in Category - A in Table 2.
The 50% discount in reserve price will be provided to the health facilities mentioned in Category - A in Table 3.
The 50% discount in reserve price will be provided to the community facilities mentioned in Category - A in Table 4.
