This page tells you about the yearly rent written into the standard Dholera lease, and why a figure that looks absurdly small is not a bargain. It matters because the real money is the upfront payment, and the rent is a separate line that runs for ninety nine years.

In plain words
The standard lease charges Re. 1 per square metre per year, payable annually, for 99 years from the date the deed is executed. That is nominal, and it is deliberately nominal. It does not replace the upfront price. The audited accounts spell that out: the lease premium is charged at Rs 1 per square metre for 99 years over and above the upfront lease premium. A premium is the lump sum you pay at the start.

Why one rupee is in the deed at all
A lease needs a rent for it to be a lease. Setting that rent at a token figure lets the authority take the real money as a single premium at the start while keeping the legal shape of a lease rather than a sale. That is why the number is one rupee and not one hundred.
The practical consequence for a buyer is simple. Nothing about this figure reduces what you pay at the start, and it is not an ongoing cost worth modelling. On a plot of ten thousand square metres it is ten thousand rupees a year.
The same rent appears in both standard leases
The policy carries two lease forms, one for industrial use and one for non-industrial use. The rent clause is worded identically in both. The register keeps them as two records rather than one, because they are two separate clauses in two separate forms, and collapsing them would hide the fact that the authority wrote it twice.
What this tells you about tenure in Dholera
The land is leasehold. Leasehold means you hold it for a fixed term under a deed rather than owning it outright. The policy allows a lease of up to ninety nine years, and the standard deed uses the full ninety nine. What the documents say about how each specific parcel is held is on the tenure page, and the honest answer there is that six of the twelve parcels on record state no tenure at all.
